Rules

Only withdrawals with state: "open" and cancellable: true can be cancelled.
Once a withdrawal is sending, cancellation fails with too_late_to_cancel.
Treat a cancel as done only when the response has state: "cancelled". Never update local status optimistically.
Cancel staggered legs one at a time. Each can fail independently.
